Atuando em oito estados do País, desde 2003, o programa é uma estratégia do Governo Federal para o enfrentamento da letalidade infanto-juvenil. A proteção acontece em convênio com órgãos estaduais, municipais e ONGs, que retiram a criança e o adolescente ameaçado de morte do local de risco e os insere em contextos mais seguros, longe das drogas e da exploração sexual.

Diante da elevada demanda de crianças e adolescentes em situação de ameaça, recebida diariamente por Conselhos Tutelares e ONGs, entidades civis e públicas cearenses vem tentando, desde 2004, a viabilização do PPCAAM no Ceará. Este ano, a Associação de Parentes e Amigos de Vítimas de Violência (Apavv) elaborou um projeto que foi enviado à SEDH.
A resposta enviada pelo órgão, há dois meses, em ofício, foi negativa, com a alegação de que não existe disponibilidade orçamentária nem para 2010 nem 2011 para a implantação do programa aqui. Em 2008, a iniciativa foi executada em sete estados brasileiros (São Paulo, Rio de Janeiro, Espírito Santo, Minas Gerais, Pernambuco, Pará e Distrito federal) e já está em fase de implantação no Paraná, Bahia e Alagoas.
De acordo com Yuri Assunção, coordenador da Apavv, as crianças e adolescentes ameaçados de morte precisam de uma atenção diferenciada, o que as políticas existentes na Capital não dão conta em sua totalidade, apesar do esforço das entidades e redes solidárias.
O projeto enviado à SEDH sugeria o atendimento inicial de 100 crianças e adolescentes. A assessoria de imprensa da SEDH foi procurada durante dois dias, mas não deu resposta à reportagem. O critério para escolha dos estados que podem ser cobertos pelo PPCAAM são desconhecidos.
Na Capital, neste ano, 113 crianças e adolescentes foram assassinados. Em 2009, outros 165 morreram.
